Joe was born on Long Island, New York, on Dec. 15, 1924, to Charles and Mary Kaspar. A resident of Los Altos for 50+ years, he came to the West Coast after serving in the U.S. army for three years during World War 2. While attending Phoenix Junior College he met his wife, Adell King. They were married on Jan. 25, 1947. Sadly, Adell passed away in 2017 after 70 years of marriage. Joe attended Arizona State College, earning a Bachelor of Science degree in mathematics and engineering. Joe and Adell then moved to California so Joe could attend the business school at Stanford University, where he completed his M.B.A. in 1951.

He was employed by the California Trucking Association for 36 years as the director of rate and regulatory activities. Following early retirement, he maintained a consulting practice involving transportation economics. In addition to his successful career, Joe also visited many countries with his wife Adell as well as with family. He was an adventurous eater as a result of his travels; he particularly loved Chinese food. Joe was an avid reader of the newspapers. A good husband and father, Joe showed his love for his family by making sure everyone was taken care of. His large and loving family is his greatest legacy. Private family services will be held.
