Paving crews were back on Foothill Expressway for the second time in less than a year, repairing roadwork completed last September.

A spokesman for the Santa Clara County Department of Roads and Airports said last year’s job did not pass the final county inspection, Sept. 19.

“The work wasn’t up to county standards,” he said.

An outside contracting crew was repaving portions of Foothill between Grant Road and Main Street in Los Altos last week.

Work was scheduled to be completed last Monday.

The Roads and Airports department contracted with low-bidder DaSilva Gates on the $3.1 million project last year, which stretched from the Interstate 280 intersection along the Cupertino border to Palo Alto.

The project involved preparation work that included fixing holes, addressing cracked sealing, and repaving and striping. The repaving involved the use of rubberized asphalt concrete, taken from old tires.

Last year’s roadwork drew complaints from several residents who said there were seams in the road, clumps of asphalt, striping problems and cracks in the surface.

County officials had anticipated completing a final punch list and any needed repairs by last September.

The Foothill Expressway Project was funded by the county’s share of its Measure B pavement management money, funds generated by the half-cent sales tax voters approved in 1996.
